Service terms

Payroll Harbour Service Terms

These service terms summarise our standard arrangements. Your quotation, engagement letter and service schedule confirm the instructions we accept.

1. Provider and commencement

Payroll Harbour is a trading name of Carter Collins & Myer Ltd, Chichester House, 2 Chichester Street, Rochdale OL16 2AX. Work starts after we have accepted the engagement, received the necessary information and authorities and confirmed an active direct debit mandate. A website enquiry does not start the service.

2. Scope and setup

Standard processing covers one PAYE scheme, one pay frequency and routine auto enrolment processing for one supported pension scheme, as described on our pricing page and engagement. Standard setup and straightforward transfers are free. Complex setup, migrations and reconstruction are quoted separately before work starts.

3. Fees and direct debit

All quoted prices exclude VAT unless stated otherwise. Payment is monthly by direct debit for every client. Weekly payroll prices apply to each scheduled weekly run; the quotation confirms collection arrangements and the headcount basis. An active mandate is a condition of service. If a mandate is cancelled or payment fails, processing is suspended until resolved. We notify you of the suspension and its effect on deadlines. Suspension does not transfer employer payment or filing duties to us.

4. Information and approval

Provide complete, accurate and authorised instructions by the agreed deadline. Our standard information deadlines are five working days before monthly payday and noon two working days before weekly payday. Approval is due by noon the working day before payday. Exact timetables, bank holidays and earlier payment cut-offs are agreed at onboarding. Late information or approval may delay processing; any additional charge is agreed before proceeding. We confirm whether a late request can be accommodated.

5. Changes and exceptional work

Changes to information supplied by you, requested after processing, cost £15 + VAT per affected employee, with a £30 + VAT minimum per revised run. Our own processing errors are corrected free. HMRC enquiries, investigations, disputes, historic reconciliations, pre-appointment errors, extra runs, urgent work, CIS, P11Ds, specialist reports and work outside scope are separately chargeable. New pension scheme setup, additional schemes and regulator declarations or re-declarations are also separate. Where no fixed fee is published, we quote before proceeding.

6. Employer responsibilities

You remain responsible for employment decisions, authorised pay rates and hours, timely payroll approval and payments to employees, HMRC and pension providers. Our fee does not include wages, taxes, pension contributions or third-party scheme charges. Payroll processing is not employment law advice or regulated pension advice. We perform the agreed work with reasonable care and skill. These terms do not exclude responsibility for our own negligence or liability that cannot lawfully be excluded.

7. Documents and confidentiality

Payroll documents are delivered by password-protected email to agreed recipients. We agree secure transfer and password arrangements before receiving employee records. Appropriate data processing terms form part of the engagement. Notify us promptly about incorrect recipients, suspected data loss or changes to authority.

8. Accountant introductions

Where the accountant pays us, communication can be through the accountant or directly with the employer as agreed. Where the employer pays us directly, we communicate directly with it. All service contact is under Payroll Harbour’s name. We will not accept accountant-introduced payroll clients for accounting or tax services unless the introducing accountant expressly asks us to, including for specialist tax consulting. Volume discounts apply only to qualifying recurring processing fees where we bill the accountant and it bills its clients. Partner terms confirm eligibility and the rate.

9. Duration and leaving

The service rolls monthly with no minimum annual commitment. Either party may end it on 30 days’ written notice. Fees remain payable during the notice period. Agree the final run, outstanding submissions and handover responsibilities before changing provider. Cancelling a direct debit does not itself give notice or settle outstanding fees.

10. Questions and complaints

Contact payroll@uk-ccm.com or 01706 225 617. If you are dissatisfied, tell us what happened, which payroll is affected and the outcome sought. Our complaints procedure and professional information explain how to raise a concern and request a review. We will work with you in good faith to resolve disputes internally and, if necessary, through a mutually agreed alternative dispute resolution process before resorting to litigation. These terms are governed by the law of England and Wales, subject to any mandatory applicable rights.
