Outsourcing Payroll: A Guide for Accountants
A useful partnership makes billing, communication and responsibility explicit.
Decide what you want to hand over
Outsourcing payroll can remove recurring processing from an accountancy practice, but the arrangement needs to be clear before the first client is transferred. Decide whether you want to retain all client communication or have the payroll provider work directly with the employer. Identify who collects instructions, who checks them and who gives final approval. Those decisions affect the practical workload that remains in your practice.
For example, a firm may want to keep the client’s commercial relationship but avoid collecting weekly timesheets. Another may prefer a single internal contact to coordinate every employer. Payroll Harbour can work with either route where the accountant is our billing customer. The operational arrangements are agreed for each payroll, rather than assumed from the firm-level relationship.
Choose the billing route deliberately
Your practice can pay Payroll Harbour and bill its clients itself. In that arrangement, your practice sets its own client charges and remains responsible for collecting them. Qualifying recurring processing fees may receive a volume discount, confirmed in the partner terms. Additional work remains separately chargeable, so decide how exceptional instructions will be authorised before they arise.
Alternatively, the employer can contract and pay us directly. Standard prices apply and we communicate directly with the client for payroll information and approval. Both routes use Payroll Harbour’s branding. They should not be presented as the same commercial arrangement: the person paying, the communication route and the discount position need to match the chosen model.
Protect the accounting and tax relationship
A practice introducing clients needs a clear answer about what the payroll provider can do with that introduction. Our service agreement states that we will not accept accountant-introduced payroll clients for accounting or tax services unless the introducing accountant expressly asks us to. That can include an agreed specialist tax consulting instruction, but it is not an open invitation to take over the wider relationship.
Payroll Harbour is a trading name of Carter Collins & Myer Ltd. The operator is disclosed and all service contact is under the Payroll Harbour name. We do not describe this as an invisible white label team. Clients know which service handles payroll, while the introducing practice has written protection for the accounting and tax relationship.
Set the service boundary for each employer
Confirm the PAYE scheme, pay frequency, employee numbers, pension arrangement and normal payday. Record the authorised instruction and approval contacts and agree the secure exchange of employee data. Payroll Harbour provides documents through password-protected email; there is no requirement for the client to learn a new portal. Appropriate data processing arrangements should be completed before payroll files are transferred.
Standard processing includes routine payroll and auto enrolment work for one supported pension scheme. It also includes standard employer reports, P45s and P60s. HMRC enquiries, historical corrections, extra runs, CIS, P11Ds and specialist reports sit outside the regular package. The public pricing and service terms explain those boundaries, with additional work quoted where a fixed charge is not already published.
Move the portfolio against a real calendar
Build the transfer plan around actual paydays and record quality. Start with a manageable group, identify the outgoing provider’s final run and request the current year-to-date information. Separate cases needing reconstruction from straightforward transfers. A complex employer should have its own plan rather than create uncertainty for every other client in the portfolio.
For an employer moving in July, agree who owns the completed June position, any outstanding adjustments and the first July submission. Payroll reporting normally has to reach HMRC on or before payday, so gaps in responsibility need resolving early. Use GOV.UK’s payroll guidance as a reference for employer duties while documenting which tasks the practice, employer and payroll provider undertake.
After the first runs, review whether the contact route and approval deadlines work in practice. Good outsourcing is an organised recurring service: the right information reaches the right person, authority is clear and each employer knows what happens next. It should leave fewer assumptions to chase at the end of the week.
